Yeah, I suspect there will some aspect of pathos to the arrest itself. (I too picture a futile attempt to escape, and I derive a lot of pleasure doing so.) I actually think the time of greater danger to those around him--his wife, his kids, staff at city hall, pedestrians on his route home...
