I believe that it is the operator's callI fall to see why ST couldn`t be up and running by late 2020 or early 20121. All of the Toronto sections {which is 90% of the whole line} will already be grade separated. All it basically requires at this point is electrification and the adding of new stations and the latter can be phased in but all the stations are not essential to initially get the system rolling.
As far as ST {or RER for that matter} has Metrolinx/TTC figured out what kind of vehicles they are going to be using yet?

ML says equipment procurement and electrification will be the responsibility of their operations vendor, and they are only just starting the procurement for that. So it will probably take longer than 2020.
