Prominently positioned along Downtown Toronto’s Central Waterfront, Arkfield Development is proposing a 49-storey mixed-use tower at 10 Lower Spadina Avenue. Designed by BDP Quadrangle, the condominium would include ground-floor commercial space, with architectural gestures intended to represent Lake Ontario’s waves and a height that would bring a notable addition to the city’s Waterfront skyline. The design incorporates a distinctive “notch” at the southeast corner, intended for public art as part of the pedestrian realm.
The site spans approximately 1,582m² at the northwest corner of Queens Quay West and Lower Spadina Avenue. Currently occupied by a 7-storey office building and a hydro utility vault at its southwest corner, the site includes two easements for utility access and shared facilities with the neighbouring property. The hydro utility vault would be retained as part of the proposal. The surrounding area features mid-rise residential buildings alongside taller proposals, with cultural landmarks like the CN Tower and Rogers Centre to the northeast.
Goldberg Group has submitted Zoning By-law Amendment and Site Plan Control applications to the City of Toronto on behalf of Arkfield following the developer’s acquisition of the site in August, 2024. The proposal envisions a tower rising 163.26m, with a 5-storey podium fronting Queens Quay West and a 3-storey podium along the northern property line. The building would house 511 residential units, predominantly one-bedroom layouts (73%). Five residential elevators in the tower would result in a ratio of approximately one elevator for every 102 units indicating just above optimal wait times.
The proposed Gross Floor Area totals approximately 32,364m², with 128m² for ground-level commercial space around Queens Quay and Lower Spadina. The Floor Space Index would be 20.46 times coverage of the lot area. Indoor amenity spaces would be concentrated on the 3rd and 4th floors, totalling 1,091m², while a 420m² outdoor terrace atop the podium would connect directly to these interior spaces. Green roofs spanning 56m² are planned on lower terraces.
A three-level underground garage with a car elevator on the west side of the site would accommodate 39 residential vehicle spaces. No visitor parking is provided, and the proposal notes that residents would need to train for the car elevator system. Bicycle parking would include 460 long-term spots and 103 short-term spaces.
TTC streetcar routes along Queens Quay West and Spadina Avenue connect to Lines 1 and 2 subways respectively, while the Martin Goodman Trail provides far-reaching cycling infrastructure along the waterfront. Future transit plans include the Front-Spadina GO station, located 530m north of the site, and the Ontario Line 3’s Queen-Spadina station, approximately 1.3km away via a 12-minute streetcar ride. The site falls outside the GO station’s Protected Major Transit Station Area (PMTSA).
10 Lower Spadina’s height stands out amongst buildings and proposals so close to the water. To the east, The Quay’s Tower Three is completing construction at 21 storeys, the same height at which Tower Four is proposed, while to the west, 545 Lake Shore West is also planned at 21 storeys. Larger proposals dominate to the north, including the Rail Deck Development calls for nine towers between 36 and 72 storeys, while the 74-storey Concord Canada House is under construction at Spadina and Bremner Avenues.
