Gee, that never happens at all!
Getting to Canada/Toronto is literally striking pay dirt for people around the world who understand that our champagne-socialist society will take care of all, regardless of need. Criticize public spending here and get branded a fascist redneck. Criticize immigration policy here and get branded a racist. It's the perfect climate for those who would want to abuse the system... and yet we are surprised they do????
Immigrants are not to blame, we are. Many come here wanting to work hard and contribute to society. It is us who let them down by allowing the system they work so hard to contribute to be abused.
I find this sense of entitlement to be astounding, not to mention the lack of logic: limited funds and limited resources are not trifling 'excuses' they are realities! People aren't entitled to *anything*. A compassionate society offers help to those in need when needed, but that's all. By definition this is about basic necessities; shelter, a little privacy, basic amenities, cleanliness and safety. It's not about the luxury of a desired extra room or upgraded finishes.
It is the *responsibility* of all in society to pay taxes and contribute by any means possible, freeing up precious resources for those who truly need them. It's not about some jobs or certain levels of pay being 'beneath' somebody (minimum wage should ensure this), or about being entitled to luxuries or to follow one's life's dream or passion. Nonsense! Those are the things that motivate us to do better and things we strive for, but they are not essential or 'rights' as you would characterize them.
