Novel Coronavirus COVID-19 (nCoV-2019)

Ontario will make decision ‘within the week’ on reopening restaurant patios using regional approach

Wednesday, June 3, 2020

TORONTO -- Ontario Premier Doug Ford said that decisions regarding the reopening of restaurant patios will be made “within the week,” but it will most likely be based on a regional approach.

Speaking to reporters on Wednesday afternoon, Ford said that he’s been talking with his caucus and cabinet about the issue, and said he knows that as the weather gets warmer people want restaurant patios to open back up.

“That’s one of the areas we are looking at with the regional opening,” Ford said. “That’s on the health table right now and they will make those decisions within the week and we will be about to come out to the public and discuss that.”

Ontario city considered COVID-19 hot spot warns 'reckless' backyard parties need to stop

Wednesday, June 3, 2020

The mayor of Brampton, Ont. is urging residents to stop the "reckless" behaviour after more than a dozen charges were laid in relation to "backyard parties" over the past week.

Mayor Patrick Brown said between May 26 and June 1, a total of 56 charges were laid against people not following municipal and provincial orders put in place to slow the spread of COVID-19.

He noted that 19 of the charges related to parties in the backyard of homes in the city.

Brampton, which has been identified as one of the province’s COVID-19 hot spots, "continues to be challenged" by the virus, Brown said.

The region's medical officer of health noted Wednesday that Peel Region is still seeing about 50 new cases of the virus each day.

"I continue to be alarmed that when you look at the positive cases we have, a high number of young people between the ages of 20 and 29 are testing positive," Brown said.

"You may not appreciate the severity of this virus but you are spreading it. You are putting loved ones, parents and grandparents, at risk. And this reckless behaviour must stop."

Brown also announced Wednesday that Brampton will follow other municipalities in the province by requiring passengers on public transit to wear masks.

I can't find the link now, but Oakville issued some party-related tickets recently as well.

I think many are quick to jump at Doug for poor leadership in handling the end-game of this crisis, but isn't he essentially just listening to the recommendations of the top medical officials in the province?

No - recall the rush to reopen in Phase 1:

Doug Ford basically primed the public for reopening before the province is ready. Also remember the original criteria for reopening:

Ontario must see a "consistent two-to-four week decrease in the number of new daily COVID-19 cases" before the government can start loosening restrictions and begin reopening the economy, says a new framework for reopening released Monday.

Did we ever had a consistent two to four weeks decrease in new daily cases? No - via Dr. Jennifer Kwan:

Traffic on roads around me has returned to normal levels mostly especially during the day and weekends.

Sweden's mea culpa - from Global News:

I think if we asked the Swedes they'd say they were satisfied with how they ran their Covid measures. Per the article, unemployment in Sweden is still under 8%, nearly half of Canada's Covid unemployment numbers. Outside of the senior cull, most Swedes have not become seriously ill. We need to ask Swedes how they feel their country has done.

A large number of Sweden's deaths occurred in LTC as here in Ontario and Quebec.

They also had a higher number outside of LTC.

But I think in asking Swedes their opinion of the overall strategy; its shortcomings in one very clear respect may affect the answer given.

***

Worth saying, Quebec's per capita death toll is higher than Sweden's.

That's not defense of Sweden's management of Covid; nor Quebec's (or Ontario's)

But it is to provide context to looking at the figures and the success/failure of different strategies.

A lockdown in Quebec achieved very little because of catastrophic failure in the LTC setting.

Sweden's deaths per Million are currently 7th in the world, behind San Marino, Belgium, Andorra, UK, Spain and Italy.

(Quebec would be 6th if ranked as a country)

Sweden model failed..

The most damning bit as mentioned is that they aren't even close to getting herd immunity, which is the raison etre of this policy. Can you imagine anywhere else with less focus on rule abiding going with this ending up with even worse outcomes and failing badly (knock knock, UK was originally well on that route)?

Just because Canada (particularly Ontario and Quebec) couldn't get its' act together and do what is necessary (and do it early) doesn't mean that containment as a strategy failed - South Korea, China, Japan, Hong Kong, Australia and NZ all managed it. What we had is lip-service, laissez faire enforcement and utter provincial failures - and the results shows.

I sincerely hope the families of those who perished at the LTCs sue the operators AND the provincial government for their respective negligence.
