You are suggesting that the neighbourhood is one homogeneous group of stakeholders that have the same interests and are heard equally - a very bold and inaccurate claim.
But just to humour me, care to elaborate on how Moss Park residents have themselves to thank for this project not going ahead?
 
Back from the dead; the John Innes Recreation Centre has design money in this year's capital budget with the big (construction money) starting to cash-flow in 2022 and apparent completion for 2026.

Total budget, $52,000,000

The park itself is a separate line item.

The park has a budget of $7,500,000 in 2025 and 2026
 
Someone refresh my memory please, did the previous ambitious proposal envision replacing the arena as part of the new facility or retaining it?

If memory serves, the previous plan replaced the arena with park space; the new building on the western side of the park, alongside the Armoury, took on those functions.

Moss Park Revitalization Project


The City is planning improvements to Moss Park’s recreational facilities – including the John Innes Community Recreation Centre, the arena and the park – to better serve the entire community. Based on a shared community vision, all three of the recreational facilities will be designed in an integrated way to achieve design excellence and to better serve a growing neighbourhood.

Project Timeline

  • Spring to Winter 2020: Procurement of architect and landscape architect design services and public engagement consultant
  • Fall 2020 to Fall 2021: Public consultation and concept designs
  • Fall 2021 to Fall 2022: Detail designed and approvals
  • Spring 2023: Procurement of construction services
  • Summer 2023 to Fall 2026: Community recreation centre construction
  • Spring 2024 to Fall 2026: Park construction

Renewed Revitalization of Moss Park

The City is moving forward with the Moss Park Revitalization Project to reflect the recommendations of the Council-approved Parks and Recreation Facilities Master Plan.

The project will include:

  • Replacement of the 70-year old John Innes Community Recreation Centre (CRC) with both gym and aquatics facilities
  • Moss Park Arena façade improvements
  • Park revitalization design and implementation
The revitalization of Moss Park will provide an opportunity to take a holistic approach to the revitalization of the park and Community Recreation Centre, which will lead to better design outcomes for the community, with the goal of creating safe and accessible spaces for all, including the most vulnerable members of the community.
 

Talks of redevelopment of the Moss Park neighbourhood started back in 2015 between the city, the 519 Community Centre and an anonymous donor. However, after four years the original plan was scrapped due to feasibility concerns. The city is now working on a new redevelopment plan, with a tentative completion date in 2026. The plan would design and construct a new John Innes Community Centre, along with “revitalizing” Moss Park itself, according to a statement from the city. The redevelopment is supposed to include a children’s playground and splash pad, a community garden, an open-use lawn and more. The city is also working with Metrolinx on the construction of the Ontario Line, which would include Moss Park Station on the site of the redevelopment.
