I'm guessing when construction is finished, they will power wash those stains off.

The stains look as though they're caused by water run-off from those oxidized support poles next to them. I'd be surprised if a powerwash is going to get rid of them... sandblasting is more like it.

Its good that they've finally got to the tower portion. with the podium being so complex it took them a long time to finish. But now that The tower has started, i hope that this will speed up.
