From the latest WT board report:

Waterfront Toronto awarded the public art commission for Aitken Place Park to the Calgary-based artist team of Caitlind Brown, Wayne Garrett, and Studio North. The artists proposed a large-scale light projection in response to the RFP, which asked artists to use the non-physical medium of light to add a layer of experience to the park. The artist team will project moon and wave imagery onto the park’s “urban porch” by shining light through a handmade Fresnel lens. Speaking to complex spaces between natural and constructed environments, this poetic artwork proposes an ongoing and mesmerizing experience. The artist team visited the site at the beginning of April, advancing the design development phase.

From the June 2017 WT Newsletter:

Aitken Place Park Construction Starts This Summer
Construction on Bayside’s Aitken Place Park is set to start this summer and open in summer 2018. Our last community update meeting for this project was in July 2015 – you can see that presentation here. This multi-purpose space will give people living and working in Bayside a place to relax, meet neighbours and play –anyone visiting the park will also get a perfect view of the lake. As part of the East Bayfront Public Art Master Plan, an art installation will be integrated into the park’s design. Find out more about this public art installation here.

AITKEN PLACE PARK: Construction Notice #1

Aitken Place Park will be a multi-purpose park space connecting Bayside to the broader East Bayfront community. This 0.75 acre park is located just north of the Water’s Edge Promenade along Lake Ontario and east of Lower Sherbourne Street. The park is framed by two local roads—Edgewater Drive in the north and Merchants’ Wharf encircling the park site. The southern edge of the park will provide uninterrupted views of Toronto’s eastern harbour.

WHAT TO EXPECT DURING CONSTRUCTION:

Construction on the park began in the fall of 2018. Construction crews have secured the entire perimeter of the park site including the sidewalk south of the park, which will remain closed until the completion of construction. The sidewalk immediately south of the Aquavista development, just west of the park site, has also been fenced off to provide construction access to the Aquavista site and will reopen once construction of the development is complete.

Removal of the former Marine Terminal 29 warehouse foundation and remaining portion of the parking lot were additionally completed in early December 2018. Over the next month crews will be installing below grade sewers and water services. Soil for the knoll feature that forms the focal point of the park will also be imported, with four (4) to six (6) weeks anticipated for completion.

Construction activities will pause briefly during the peak cold months of February and March and will resume in April until the park is complete. The park is scheduled to be completed by September 30, 2019.

Occupants of the Aquavista development just west of the site will have roadway access to the western portion of Merchants’ Wharf and the completed portion of Edgewater Drive at the north of the development site. We will continue to monitor traffic flow during the move-in period should any issues arise.

HOW TO STAY INVOLVED:

Waterfront Toronto will be hosting an update meeting in the coming months with stakeholders to review changes and upgrades incorporated into the final design. An email with further detail about the timing and location of this meeting will follow in the coming weeks. Thank you for continuing to be involved in this process as we build a waterfront for everyone.

So do we know what was value engineered out of the design between summer 2017 and now?
I think I read somewhere that the reason construction didn't proceed in 2017 was that the construction quotes were over budget.
