@goldsbie: I can say for certain that I witnessed Jeff Silverstein present a form to register Doug for mayor. The elections officer couldn't accept it.

Seems problem is that Silverstain needed to get the papers sworn to before a commissioner for oaths or a notary because he is filing them for DF, not for himself. Easily fixed within the time available.

It may be that Silverstain did not yet file RF papers to run in Ward 2 because he knows they have the same problem. Again, easily fixed before 2pm.
 
Any chance that there's a huge line up at the desk when they come back?

Come on Toronto! Time to go register for mayor even if you don't have the right paperwork.

Get to the desk and ASK LOTS OF QUESTIONS!
LOL that would be hilarious if a bunch of Ford haters ran to city hall right now to register for mayor, so Doug couldn't make it cause of a line up.
 
Every lawyer in Ontario is a commissioner for oaths and a notary. There are, literally, 1,000s of lawyers within a 1 km radius of CH - and some at CH (City Solicitor's office).
