GO Transit Fleet Equipment and other

So far both of the Canadian mainline services that have implemented level boarding without retractable gap fillers have also implemented severe speed restrictions adjacent to platforms. The Capital Railway (O-Train Line 2/4) limits trains to 25 km/h and UP Express limits trains to 10 mph (16 km/h).
Why though? What purpose does that fulfill?
 
What's the GO and VIA limit on the same track that UP Express uses?

UP certainly isn't slowing to 10 mph when they go through the Mount Dennis station platform. Seems full speed to me.
GO and Via don't have the steps sticking out the side which is presumably why the speed restriction doesn't apply to them.

The fact that UP Express is happily passing by the Mount Dennis platforms without restriction definitely calls into question the necessity of these restrictions.
 
Apparently GO 560 was seen on a CN Train heading towards Mac Yard.

Perhaps the F59s are being sent in for refurbishment?
It is being sent to ONR in North Bay to use as a template/baseline for rebuilding and configuring the ex-Metrolink locos.

Despite being branded the same model, there were and are quite a few differences between the Metrolink units and GO units.

I took the maple leaf to st Catharines and we were delayed about 20 minutes due to leaving Union late. The travel time is not bad but we were delayed a few times due to GO traffic.

Confederation station is not even close to being complete since the tracks for the platform hasn't been laid. It's going to be another year at least before it opens. Considering that the tracks at Kennedy have been there for three years and the platform isn't open yet.

It doesn’t take a year to shift tracks… I’m not sure what Kennedys other track has to do with anything either since it has been used before, it just isn’t in use right now.

I did hear the track shift at Confederation was postponed, although I’m not sure when it was supposed to happen or when it was postponed to.

The track shift at Confederation is either happening in concert with the work at West Harbour this weekend, or in late April.

Confederation is tentatively scheduled to open this fall. It could have opened sooner, but they wanted to make sure that CN was able to get all of their own work done first.

So what's the deal with these cars that they're getting pressed into service, while the Series IIs have been sitting around for nearly 3 years?
 
Not sure, though I suspect since the Series VIII cab cars will be slated for refurbishment, and there are 7 of them (and 9 Series VII cab cars), the Series VII cab cars might be taking their place for now. I noticed that 249 was placed on a consist that originally had Series VIII cab 255 on it.
I heard 217 was getting refurbished, is this true?
