GO Transit: Construction Projects (Metrolinx, various)

There's still plenty of place left for LRT on Eglinton West. Ironically, it's the option for the cheap subway, subway, subway they gave up (mostly because they probably never read or had the capacity to understand the contents of the document they signed.

Have you been past Kipling/Eg since the town homes went in? Yeah, it will fit, but the degrees of freedom for anything other than right in the middle of the road are gone.

I always figured the reverse - since they narrowed the road, the likelihood of choosing subway over LRT had gone up.

Yeah. Selling the Richview Expressway lands, for townhouses, was a waste. It could have been a cheap way of building a grade-separated LRT all the way to the airport. But since Metrolinx messed up the east end - forcing a surface section at Leslie and a turnback point at Laird, not Don Mills, I'm not sure that would have happened either.

Ontario Providing More Transit Options for Commuters and Families
July 21, 2017

Dufferin Street Bridge Work Completed On-Time and On-Budget
Ontario is transforming how people get around the Greater Toronto Area with the completion of the Dufferin Street Bridge Widening project, a milestone in the GO Regional Express Rail (RER) program.

Passing over Queen Street West, the Dufferin Street Bridge has been widened to accommodate the additional track needed to increase service levels between Toronto and Barrie on the Barrie GO corridor.

Ontario is also partnering with the City of Toronto to extend the West Toronto Railpath multi-use trail. The trail will run along the existing rail corridor, connecting cyclists and pedestrians from Dupont Street to just east of Dufferin Street. It will also connect to the future Pessoa Park at the corner of Dufferin and Peel Streets that the City of Toronto is building.

Ontario is making the largest investment in hospitals, schools, roads, bridges and public transit in the province's history. To learn more about infrastructure projects in your community, go to Ontario.ca/BuildON.

Increasing transit options across Ontario is part of our plan to create jobs, grow our economy and help people in their everyday lives.

Ontario Expanding GO Service Between Toronto and Waterloo Region
Supporting Two-Way, All-Day GO Train Service on the Kitchener GO Corridor
July 21, 2017 10:30 A.M.

Ministry of Transportation

Ontario is another step closer to delivering two-way, all-day GO train service between Toronto and Waterloo Region with the close of the Request for Proposals stage for the Highway 401 Rail Tunnel project, part of the GO Regional Express Rail (RER) program.

Minister of Transportation Steven Del Duca visited Etobicoke North GO Station today with Dr. Shafiq Qaadri, MPP for Etobicoke North, to announce that the province has received proposals from all three shortlisted teams.

The Highway 401 Rail Tunnel project will build a second tunnel under Highway 401/409 to accommodate two tracks and future signalling and communications infrastructure, as well as replace the footings of the retaining walls that support the ramp from eastbound Highway 409 to eastbound Highway 401.

Once completed, the second rail tunnel will allow for all-day two-way GO Train service between Toronto and Waterloo Region. The new rail tunnel may also be used to support future high speed rail services on this corridor.

Ontario is making the largest investment in hospitals, schools, roads, bridges and public transit in the province's history. To learn more about infrastructure projects in your community, go to Ontario.ca/BuildON.

Investing in public transit is part of our plan to create jobs, grow our economy and help people in their everyday lives.

Quick Facts
  • The province has committed $13.5 billion to implement GO RER as part of a $21.3 billion transformation of the GO network from commuter transit to a regional rapid transit system. This represents the largest commuter rail program in Canada.
  • Weekly trips across the entire GO rail network are expected to grow from about 1,500 to nearly 6,000 over 10 years.
  • The Highway 401 Rail Tunnel project is being delivered under Infrastructure Ontario’s Alternative Financing and Procurement model, which transfers risks associated with design, construction and financing of the project to the private sector.
  • Over the next several months, Infrastructure Ontario and Metrolinx will evaluate the proposals. A fairness monitor is overseeing the entire procurement process. The successful proponent will be announced in fall 2017.
  • Ontario is moving forward with a plan for high speed rail service between Windsor, London, Kitchener-Waterloo and Toronto, investing $15 million to advance the environmental assessment work for the Toronto-Kitchener-Windsor corridor.

Though the release headlines about Toronto-Waterloo service w/no timeline or service level, its actually about the new 401 tunnel.

Classic Del Duca, its not the start of construction, nor the finish, its not even the awarding of the tender, its a presser for the receivingof proposals..........

Well, proposals are tangible, at least the reports are for the planning staff.

I really tire of these Ministerial photo ops for what really are minor announcements. A Tim Horton's kiosk doesn't deserve it. And neither does what amounts to a minor step, even though the 401 tunnel widening will be a big deal for GO RER service and possibly the high speed rail proposal.

Not in the release. Though they link to I-O which has the proponent names.

Thanks. I always enjoy seeing the names the consortiums come up with. In this case: Kiewit, TK Linx, and Toronto Tunnel Partners.

Also, here's the timing for when the winner of the RFP will be announced: "Over the next several months, Infrastructure Ontario and Metrolinx will evaluate the proposals and a successful proponent is expected to be announced in Fall 2017"

Should be a fun construction project to watch.

In a roundabout way, these photo ops are a good thing. Infrastructure, especially transit, is necessarily a matter of moving paperwork along for years before shovels go in the ground. If we don't let the pols get credit for the paperwork milestones, there is no incentive to make projects happen.

Sure, the accomplishment is overblown and wrapped in grandiose puffery, but we are one step closer to something actually getting done, and it's something we badly need. So I'm delighted that it has happened.

Worth a pat on the head, but not necessarily worth my vote.

Lakeshore East – East Corridor Expansion Project Moves Forward
July 18, 2017
TORONTO - Infrastructure Ontario (IO) and Metrolinx announced today that progress to build and finance the Lakeshore East - East Corridor Expansion project continues with the prequalification of five teams. The infrastructure upgrades are required to accommodate the planned expansion of GO Transit rail service on the Lakeshore East line.

Teams were selected based on criteria identified in the Request for Qualification (RFQ) process including, applicable construction experience and capacity to finance a project of this size and complexity.

The prequalified teams are:

EllisDon Infrastructure Transit (EDIT)

  • Constructor: EllisDon Civil
  • Financial Advisor: EllisDon Capital
Regional Rail Construction Partners (RRCP)

  • Constructor: Kenaidan, Obayashi, Bot, and Brennan
  • Financial Advisor: Rocklyn Capital Inc.
Golden Horseshoe Infrastructure Partnership

  • Constructor: Ferrovial Agroman Canada Inc and Coco Paving Inc.
  • Financial Advisor: TD Securities Inc.
Steel Head Construction

  • Constructor: Aecon and Dufferin Construction Company

  • Constructor: Graham Construction
  • Financial Advisor: Graham Capital Partners
It is expected that the prequalified teams will be invited to respond to a Request for Proposals in fall 2017.

This project is part of Metrolinx's work in support of GO Regional Express Rail (RER). GO RER will provide faster, more frequent and more convenient transit service across the Greater Toronto and Hamilton Area (GTHA), including electrification of core segments of the GO rail network by 2024-25. The program will provide new travel choices for commuters, significantly increase transit ridership, cut journey times and help manage congestion across the Greater Toronto and Hamilton Area.

Major infrastructure updates are required to bring this level of service to communities across the region, including: adding track, modifying GO stations, improving rail crossings, building required systems for electrification and adding new locomotives and train control systems.

Ontario is making the largest infrastructure investment in hospitals, schools, public transit, roads and bridges in the province's history. To learn more about what's happening in your community, go to Ontario.ca/BuildON.

Quick Facts:

  • According to Ontario's 2017 Long-Term Report on the Economy, every $1 spent on public infrastructure has been shown to increase GDP by $6 in the long term.
  • Infrastructure Ontario, collaborating with Metrolinx, is leading the procurement of the Lakeshore East - East Corridor Expansion project.
  • The project is being delivered using IO's Alternative Financing and Procurement (AFP) model, an innovative way of financing and procuring large, complex public infrastructure projects.
