US President Donald Trump, who aides said has been frustrated by news coverage of Defence Secretary Jim Mattis's scathing resignation letter, has abruptly announced that he was removing Mattis two months before his planned departure and installing Patrick Shanahan as acting defence secretary.
Shanahan, a former Boeing executive who has been Mattis' deputy at the Pentagon, will assume the top job on an acting capacity beginning January 1, Trump said.
Mattis resigned in protest last week after Trump announced the withdrawal of US troops from Syria - a move that Mattis and others on the national security team strongly counselled the president against.

First, if this occurred a couple of years back (2015), it is likely a different group of kids.
Next, I can't tell if they are meant to be "black face", or dressed in black. At first glance it looks like a school spirit thing to be dress all in Black as everyone is doing it.
Next, "black face" is a specific black character. I know plenty of people who went out to Halloween as Michael Jackson. It wasn't black face, it was Michael Jackson.
I see no Afros, no big red lips. 1 guy has no mouth. 1 has a joker style mouth. - so I would tentatively conclude that it was not meant to be offensive.
