Isn't Doucette a better option than Perks?
I think Doucette explained it best in her address. Perks is more appropriate person for the local community with the coming changes to City Hall and increased workload of 25 councillors. Basically, community activism which were Doucette's bread and butter, is going to become a side concern under 25 councilors and we'll require more 'manager' style councillors.
 
I'm interested to see what Cressy decides (my ward). Layton is already canvassing, and I think he and Cressy would be in competition. But something tells me Layton gets seniority dibs.

My guess is that Mike Layton gets University-Rosedale, Cressy gets Spadina-Fort York, with KWT likely running in Toronto Centre.

497-2. Minimum temperature.

A landlord shall provide heat to a dwelling unit that is rented or leased and that is normally heated at the landlord's expense so that a minimum air temperature of 21 degrees Celsius is maintained in all areas of the dwelling unit from the 15th day of September in each year to the 1st day of June in the following year.

However, according to this link...
If the outdoor temperature are high enough that the building would be 21 degrees Celsius without the heat on, you can turn the heat off. You can use your judgement when heating your building in the “shoulder season” (from September 15 to October 15 and May 1 to June 1).

Therefore, with the weather forecast for Saturday, September 15, 2018 being 28°, I invoke the notwithstanding clause and not turn on my furnace.

Hopefully, the next council will rewrite that by-law to take climate change into consideration. Notwithstanding...

At this point Ford may as well take over and appoint his own mayor and council.
