I think you missed his essential point:
It's too bad a fraction of the mega-millions squandered on such details couldn't have been used to properly finish Museum Station.
I noticed that choice reading the Grauniad a few days back, after Googling for examples of tasty concrete creations and grimaced. Aspects of the Museum rebirth are wonderful, the warm colours, for instance, on the tile work and background relief of the station name:

The Dupont Station would beat it paws down, but I digress...It also needs money for food, toiletries and make-up. Dupont is one of the lowest passenger counts on the system. It's a thing of beauty, and other than putting in an elevator, left to crumble and beg.
Just love what they did with the ceiling and floor of Museum. Real World Class...
Edit to Add: Just revisited all the other choices in the Guard's pic picks....they're all pretty awful to my eyes. I've seen far better here in Toronto, (and yes, built decades ago) let alone London, NYC, etc.
Terrible choice of pics (NYC's City Hall Station besides) even if the stations themselves have something to offer.
