Lovat submitted the lowest tender. Other companies were allowed to, and did, make bids. It's possible the difference was in shipping.

You're probably right about that. I'd also imagine Lovat would be fairly aggressive in its bid since losing in your home town would be pretty embarrassing.

Well it's hard to tell when someone is laughing at you versus laughing with you.
