I believe that's the underground part of the service building. They must plan hatch access to the chiller plant or furnace or whatever they put in that space.

This never ending park renewal is definitely for the birds.

Why bother with doing anything more? Throw a few rocks in, scatter a sea of sand and gravel and put a few rakes around - instant Zen garden for a block that needs it.
