What matters for me is the mid-block connection reopening, which is a nice cut through from Union to the Esplanade. Hopefully we don't have to wait for the end of 2024 for that, though I wouldn't be surprised if we did..

At least it will come with a PATH connection to east of Yonge St now!

I doubt strongly that the walkway from Bay to Yonge will open before the CIBC Tower is finished (it's a worksite) and even then may not open as work may then be underway on the Dominion Public Building project.
