The northernmost elevators go all the way up to Level 31.

There won't be a step until the 23rd floor.

What is this development?

Was wondering if anyone would to take pics. today of the cement trucks lineup so many i assume for the pour...would be an awesome site to see..

I suspect they may move it in before the offices are finished but I guess we will see. The sooner the GO folks move over the sooner the CIBC folks can start Tower 2.
Replying to myself!

On the Metrolinx Board Agenda for 14 September there is a Report that states:

An update was provided on the Union Station Bus terminal, scheduled to open in March 2020. The Committee was able to comment on the navigation tools planned for the terminal including station amenities, wayfinding and signage.

The floor plans would disagree with you:

There's a bank of elevators at the far north of the core that's there to service floors 1-7. Then the bank of elevators at the far south end serves floors 8-20. So we're going to see steps in around floors 7 and 20 (give or take, after allowing for elevator overruns). Then there are additional steps in around floors 30 and 40.

I could be wrong but I believe those 4 elevators will not be poured as part of the core that's currently being formed.

From the latest arch drawings on city site posted last month.

We don't have many pictures of the north side of the core, but based on this one I have to admit it looks like you're right afterall. There don't appear to be openings for the elevators at ground level, and the thickness of that northernmost segment doesn't look enough for two banks of elevators. My bad!

The way this project is flying ahead, I'm starting to wonder if the new GO bus terminal will open before the Union Station renos are complete?
Well, they hope to move the GO in in March 2020 and the latest dates reported for 'completion' of Union were given in March 2018 when it was reported (See" http://app.toronto.ca/tmmis/viewAgendaItemHistory.do?item=2018.GM29.22 ) :

"The project remains within the current approved budget of $823.9 million and is scheduled for substantial completion in the first quarter 2019." Now we are told it is '9-month behind' schedule and nothing is happening so that will get longer so you may well be right!

Gee, when all said and done a billion bucks of taxpayers money?
...too bad we didn't go the same route of what Chicago is thinking of doing with the private sector, oh well:(
