With the context of the other installations and the motif behind it...the blue one on the right doesn't look as out of place. Still strange as all get go though...but that's not entirely a bad thing.

Looks like they are having window issues? Two with plywood and one on the left missing a window completely.
And the ground floor was tapped off.
