Last thought on this. Juiceman is obviously someone who shoes up on Dros phone records. I'll try to correlate tomorrow!
 
He showed up almost 20 minutes late to the press conference. After he was done praising Jones and messing up the words "Ombudsman, Toronto and Housing" he said he'd go to the meeting tomorrow but there is confusion as to whether he's even allowed. He also said Bailao was his designate but it seems that's incorrect. The best part was when he said he'd take questions and Daniel Dale asked him, in an incredulous tone, if he ever cares that people break rules over and over. He wasn't an asshole about it, but you could just picture him shaking his head. Ford waited 6 seconds (according to Dale's tweet later) to answer him, and called him Mr. Dale. He looked like he wanted to kill him. Of course he didn't answer the question and stormed off soon after.

Yes, the ITO says in some instances that Lisi called "Juiceman" and in others that Lisi called someone whom the police believe was possibly "Juiceman".

In the early morning hours immediately after news broke of a video showing Toronto Mayor Rob Ford smoking what appeared to be crack cocaine, the mayor’s friend and occasional driver, Alexander Lisi, called someone named “Juiceman.”

Lisi phoned the mystery person at 1:44 a.m. May 17, according to new information in a police document released Wednesday. Police recorded that the call lasted 39 seconds.

There were more calls between 2 a.m. and 11 a.m., in which Lisi spoke to someone police believe was possibly “Juiceman” for almost four minutes.

Though the new details do not reveal who Juiceman is, they show that Lisi had spoken to the same person a month earlier, on April 20 — the day Ford reportedly lost his cellphone at a community event in South Etobicoke, where he was picking up garbage with most of his staff.
 
TCHC board

The Board is made up of:

three City Councillors
the Mayor or someone representing the Mayor
nine citizens, including two Toronto Community Housing tenants


So if the choice has been made (as in this case) to appoint someone to represent the Mayor, doesn't that mean that the representative, not the Mayor, is the board member? A non-member cannot attend a board meeting as a guest except with the consent of a majority of the board (or with the consent of the chair, if a majority of the board has decided to delegate the power to decide that to the chair).
