He did not appoint her. Council did. He put her name forward to represent him, but she was appointed by a resolution of council. So long as her appointment is not revoked by council and she does not resign, he has no right to attend supposedly in her stead.

It will not be up to him and it will not turn on his ability to ignore the rules. It will be up to the TCHC board to allow him to attend, as a guest, or not allow it. (You might want to ignore the rule that you need a ticket to attend a concert, but the ushers will not let you in without one.)

He has standing rights to attend and vote at any council committee, so that's why he thinks he can just show up. He doesn't seem to understand the distinction of an independent board vs a subcommittee.
