It is Ann Coulter. She did a "parody" of the #bringbackourgirls picture meme and wrote #bringbsckourcountry instead. People have been photoshopping it since, putting different things on the sign she's holding. There are now a ton of hilarious versions of it, but the Rob ford one is my fav.
As per Doug sr. The ridings were changed and he lost the nomination for the new one. I could only hazard a guess as to why he lost.

I believe (but, again, I could be totally wrong) that the Harris 'team' cut him loose because they figured that he had been sucked dry on donations. (In other words, he did not get the nomination the first time for being a 'deep thinker'; it was for $$$.)
