Ford won't show up at the closed door TCH meeting after all...

I'm told Mayor Rob Ford won't be here at TCHC HQ until the public session of the board meeting starts at noon.

Several councillors said Jones forbade front-line staff from meeting with them and appointed a single person to handle concerns from the city’s 44 councillors. That person was Lisa-Joan Overholt, an employee with close ties to Ford whose hiring and rapid promotion was singled out as one of the five especially “egregious” violations of human resources principles in the recent report.

Councillor Kristyn Wong-Tam, whose downtown ward includes 19 TCHC properties, met with Jones immediately upon his appointment.

“I think, certainly, he said a lot of the great things I would expect an ambitious and energized new CEO to say. He talked about collaboration and partnership, and I took him at his word,” said Wong-Tam. “What followed afterwards contradicted what he initially said to us, and that was about the partnership and collaboration.”

Soon, Wong-Tam started noticing turnover at the organization, where her staff would often speak with different managers within the housing agency. Then, all contact with the managers ended.

“We were advised by staff and managerial staff … that they weren't allowed to talk to us any more,” said Wong-Tam. “Shortly afterwards, they said all the communication needs to go through one person, and then there was a councillor liaison that was assigned to manage us, which of course was not going to work. You can’t have one person managing all the councillor expectations, because it creates a bottleneck effect.”

What would be the effect of this "bottleneck", in relationship to the perception around the effectiveness of the councillors in getting issues addressed? This sounds like a ploy (or at least mechanism) to make the elected representatives look bad and ineffectual. Basically it monopolizes the retail politics playing field - why would Ford be able to get access and "solve things" (or just drop in and give money out FFS) while the other councillors couldn't? This sort of preferential access is highly problematical.

So complaints of violence or drug activity in specific community housing raised by a councillor would just get filed under Ignore?

It doesn't even have to be this blatant - if you are forced to go through this circuitous route of talking to no one but this designated person, who is supposed to be "overloaded" (and yet got a 30K increase), your file is probably going to end up on the bottom of the pile. I wonder what the justification for this mechanism is - and the apparent double standards when it is applied to the mayor, who seem to be able to gain access to TCHC buildings on a whim.

That's what Ford describes as "customer service excellence". When Ford makes a spectacle out of visiting public housing he contacts Jones directly. Gene Jones in turn super serves the building to give the illusion of being effective. By bypassing the normal management chain Ford gets a nifty photo op and write-up courtesy of his lapdog Joe Warmington. Meanwhiler; residents who have been waiting for years for proper repair, continue to wait. Rob protects Gene to maintain his man in charge. Jones is a puppet..

Byford was a puppet initially...but put his foot down after people were forced off a ttc bus to accomodate Ford's football team.

Interesting to note: maybe it's a Jones" thing. The brothers use Jones as a nick of affection with one another..

Its been refreshing to see the pushback from Pennachetti and Rossini too. It seems that the whole system of management was seizing up....until the Ombudsman and Integrity Commissioner started to smackdown. Ford couldn't control their narratives so he tried to eliminate the positions altogether.

The TCHC Board needs to fire the puppet and hire someone who has some guts.
 
Seems like there are different assessments of the management structure changes at TCHC.

From the Star a couple days ago:

Councillors used to deal with local TCHC officials. Councillor Paula Fletcher said Jones’ new centralized system, led by Overholt, has been more efficient, and that Overholt has been “responsive†and “professional.†She said Overholt worked successfully to address a situation involving an abusive tenant.
“I couldn’t get any traction on this, and it was through Lisa being there and being able to get to the CEO and put the attention on it that we managed to solve this one,†Fletcher said.

Mayor Rob Ford's office confirms he's at a ribbon cutting this morning in the St. Clair Ave. W. & Weston Rd. area.
