A revised submission tied to an Ontario Land Tribunal (OLT) settlement would introduce a trio of towers rising up to 50 storeys at 1799 St Clair Avenue West in Toronto’s Stockyards area. Designed by Arcadis for Sequoia Grove Homes, the plan represents a significant intensification of the original application, increasing both height and density while aligning with the area’s planned transformation around the new St Clair Old Weston station on the Kitchener corridor, where early construction works are now underway.
The 15,285m² parcel at the southwest corner of St Clair Avenue West and Old Weston Road extends west to the Kitchener rail corridor, although its westernmost edge would become part of an extension of Davenport Road. Recently home to a Delta Bingo hall, the property has since been fenced off. The surrounding area comprises a mix of industrial lands, big-box retail, and emerging residential redevelopment.
Plans for the site date back to August, 2021, when Official Plan Amendment, Zoning By-law Amendment, Site Plan, and Draft Plan of Subdivision applications were submitted to permit a three-tower mixed-use development rising 30, 40, and 45 storeys. After Council did not issue a decision within the prescribed timeline, the applicant appealed the applications to the Ontario Land Tribunal in January, 2025. The City initially opposed the proposal while continuing discussions with the applicant, culminating in a January, 2026 settlement offer. City Council subsequently adopted a position supporting the settlement in February, 2026.
The revised plan organizes the site into three towers arranged around a network of internal streets and open spaces, with two buildings addressing St Clair Avenue West and a third positioned to the south. With 12, 5, and 5-storey bumps, the towers would now reach 42, 45, and 50 storeys, and heights ranging 142.4m to 168.65m. The taller towers would share a 10-storey podium fronting St Clair, while the shortest would rise from an 8-storey base to the south.
The development would deliver a total of 1,500 residential units, an increase from the previously proposed 1,151 units. The unit mix is weighted toward smaller suites, with 872 one-bedroom units and 20 studios, alongside 437 two-bedroom and 155 three-bedroom units. The buildings would have a total of 16 elevators (four per residential tower and an additional four dedicated to office components) resulting in an average of one elevator per 125 units across the development; high-speed motors would be required for adequate response times, with wait times being longest in the tallest tower.
Gross Floor Area is proposed at 110,725m², for a Floor Space Index of 6.63. Residential uses would account for 102,325m², reflecting an increase of approximately 9,000m², while non-residential space has been reduced to a minimum of 8,400m², down from 11,025m². This non-residential component would include office and retail uses distributed within the podium levels. Tower floor-plates would be limited to approximately 750m², with minimum separation distances of 25m maintained between buildings.
A new 929m² public park is proposed at the southwest corner of the site, with frontage onto the planned Davenport Road extension. Below grade, three levels of underground parking would provide a total of 778 vehicular spaces, including 446 for residents, 207 for office uses, 115 visitor spaces, and 10 for retail. Bicycle parking would total 1,213 spaces.
The site is within a planned Major Transit Station Area for the future St Clair-Old Weston station on Union Street, to be served by the Union Pearson Express. As part of the proposal, the applicant has outlined improvements to the St Clair Avenue West right-of-way to strengthen pedestrian connections between St Clair and the future Davenport Road extension which will bridge over St Clair, connecting with Union Street to the north. Two design approaches are under consideration: a base condition, and a more ambitious plan that would introduce a regraded public realm with expanded pedestrian space.
The site joins a growing number of nearby proposals. To the south, 290 Old Weston Road is proposed at 29 storeys, while to the east, 1745 St Clair West would rise 11 storeys. Further west, 611 Keele is planned at 33 storeys alongside the Juno Residences, which would introduce buildings of 28 and 35 storeys. North of the site, larger-scale redevelopment is also planned, including 77 Union, a six-tower community ranging from 6 to 39 storeys, and the St Clair–Old Weston Station Transit Oriented Development, which would bring three towers between 39 and 49 storeys.
