For the record here, the Guild Workers were following appropriate precautions. I do not accept the idea that a worker on-site requires PPE, but someone whose window is 10 or 20m away should not be told to close their window, and if they have respiratory issues, to consider sleeping elsewhere if feasible.
I also consider leaving the drums filled w/MMA open to the air when not in use poor practice.
The smell is extremely unpleasant, and I think its fair to say, at least a moderate risk with close or prolonged exposure. I'm fine w/its use, but the City should better inform residents/businesses and schools and take more care w/its site.
