Interesting. How big is the "Midland Yard" going to be?
Adjacent to Scarborough Station? It would make immense sense, there's empty land from old rail yards there, and it would allow the Unionville Line more independence from from the LSE line, by allowing termination off-peak at Scarborough Station, and changing out at that point rather than needing a fourth track all the way to Union. Passengers would have to change onto the LSE line, but with imminent 15 min all day service on the LSE, seats will be available. During peak, when trains are full, service would have to be shoehorned into Union.Midland is too far from Barrie - perhaps it's near Midland Road in Scarborough on the lakeshore East line?

So misleading, I'm not surprised of course. The RFQ's closed in the beginning of the month. RFP's haven't been released yet. One of the things that we’re doing on that is back when the decision was made, I think it was 2010, electrification was the way. ... But as it stands right now we’ll be proceeding.
It costs some money in the short run but over time we think it’s a reasonable way to go. At the end of the day it will be up to the government to decide.
