Likely whatever mid-60s zone when the B-D Islington extension work (that which also took out the nearby High Park Mineral Baths) got into full gear. You can still see from the subway where the southernmost angle of Birchview was nipped (as well as how this was the epitome of 1920s-style cookie-cutter middle-class suburbia--virtually every house looks more or less like this one)
 
Louisa St., an E-W street once running from Yonge to Chestnut, was demolished for Toronto's New City Hall.
These buildings may be on the actual site of the new Hall.

I believe the view is to the east (Bay St.) and that building is likely one of the T. Eaton Co. factories.
