I always wondered whether Vancouver deliberately wrote their tender documents to allow cut-and-cover. They knew they couldn't get political or public approval to do it, but knew it was the right thing to do in order to get the most cost effective solution.I wouldn't be surprised if Metrolinx is depending on bids tendered to reduce costs and propose efficiencies rather than finding them themselves (sections cut and covered or elevated).
The short 40m stations were likely a mistake though.
