Minor update... I was in Whitby on the long weekend, and it looks like the South Blair Street underpass is almost open, just west of the East Rail Maintenance Facility (ERMF). The bridge has been done for a while, and the road underneath is paved.
The ERMF itself is forging ahead. The main buildings' skeletons are up, and they are being enclosed. While driving up South Blair Street from Heydenshore Pavilion and the lakefront, I saw an unopened road leading eastwards from Blair. I believe this is access to replace the bridge that carries Hopkins St over the existing tracks at the eastern end of the ERMF, which I believe will be removed. There is a building on the east side of that bridge in line with the others of the ERMF, and tracks between then would go through the road embankment north of the bridge.
