Another building adds to the arsenal of proposals in Toronto's Davisville-Mount Pleasant area. Most recently, on behalf of Menkes Developments, Goldberg Group has applied to the City of Toronto for the rezoning of the property located at 289 – 299 Balliol Street, approximately 25 metres west of Mount Pleasant Road. Upon approval, the six semi-detached homes that currently sit on the site would be replaced by a 28-storey residential tower. Other recent proposals in the area, several of which we have recently covered, include 45 Balliol155 Balliol, 50 Merton, as well as 1910 Yonge and 2010 Yonge, and even more that can be found on our map.

The area surrounding the site includes a range of building types and uses, and is mainly dominated by mid-to-high-rise rental apartment buildings. Immediately east of the site is an 8-storey seniors building, The Claremont by Revera, while south of it is a small surface parking lot and another 8-storey seniors residence, George Barker Manor. West of the subject site is an older, 26-storey apartment building oriented diagonally, facing Balliol Street. More apartment buildings are across Balliol to the north of the site.

The proposed building is designed by Turner Fleischer Architects and would include 5-storey podium, on top of which would be an inset amenity floor, followed by the proposed tower, for a total height of 28-storeys / 100.6 metres and have 17,354m² of residential gross floor area, and a Floor Space Index of 14.11. 

The tower would contain a proposed 260 units in a mix of 22 studios (8.5%), 117 one-bedrooms (45.0%), 44 one-bedroom + dens (16.9%), 47 two-bedrooms (18.1%), 3 two-bedroom + dens (1.2%), and 27 three-bedrooms (10.4%).

The 6 metre-tall lobby would be located on the ground floor with sidewalk access from Balliol Street. The ground floor includes indoor amenity space, a garbage room, mail/parcel room, moving room, and bicycle parking. The proposal provides for a total combined indoor and outdoor amenity space of 786m². A total of 395m² of indoor amenity space is provided for residents, including 56m² located on the ground floor and 340m² on the 6th floor. A total of 391m² of outdoor amenity space is also proposed on the 6th floor.

Three levels of underground parking with 44 parking spaces are proposed below the building. This would include 39 for residents and 5 for visitors. Access to the underground garage would be provided by way of a driveway located at the northeastern portion of the site with access from Balliol.

A total of 260 bicycle parking spaces are also proposed, and would include 234 long-term spaces and 26 short-term spaces. Short-term bicycle parking spaces would be located on the ground floor level, while long-term bicycle parking spaces would be located on the ground floor and P1.

The site is located in an area well serviced by both existing and future transit. Davisville subway station on the Yonge-University line is located at the intersection of Yonge Street and Davisville Avenue, approximately 900 metres, or about an 11-minute walk from the site. The site is also within walking distance of the coming Mount Pleasant Crosstown LRT Station at Eglinton, approximately 1.1km, or a 14-minute walk away. The site is also well serviced by TTC bus stops along Mount Pleasant Road, and Davisville Avenue.
