On behalf of Streamliner Properties, Bousfields has applied for the rezoning and subdivision of a property at 500 Duplex Avenue in Toronto's Midtown area, currently occupied by a 34-storey apartment building, nine 3-storey, stand-alone townhomes, a tennis court, and a surface parking lot. Streamliner is seeking to intensify development on the Tower-in-the-Park style property with new residential buildings to the north and south of the existing tower, replacing everything on the site other than the existing tower, while providing with City with new parkland on part of the current lot. While a Zoning By-law Amendment application for the new buildings was submitted to the City in July, an application for the subdivision of the property to sever what will become the park followed in September.

The site is located on the west side of Duplex Avenue, between Montgomery and Roselawn avenues, approximately 550 metres from the intersection of Yonge and Eglinton. It is irregularly shaped in a ‘C’ configuration, with an area of approximately 10,013m², and frontages of approximately 133 metres on Duplex, 87.5 metres on Montgomery, and 98.8 metres on Roselawn.

To the west of the site are the 3-storey Montgomery Apartments. Across Montgomery Avenue to the south are the two-storey dwellings of a low-rise neighbourhood. Across Duplex Avenue to the east are two 3-storey apartment buildings, a low-rise duplex, and a two-storey single detached homes. Across Roselawn Avenue to the north are two-storey detached dwellings of a low-rise neighbourhood.

What is proposed for the site are new residential buildings designed by IBI Group to either side of the mostly-blank north and south walls of the 34-storey tower that fronts Duplex Avenue, connected via six-storey podiums. Abutting the north wall of the tower would be a building rising to 11 storeys that fronts Roselawn Avenue, while abutting the south wall of the tower would be a building rising to 15 storeys that fronts Montgomery Avenue. 

A total of 940 residential units are proposed for the development, with 319 (30%) of those being retained in the existing tower. The unit break down of the new buildings is 286 one-bedroom units (27%), 269 two-bedroom units (25%), and 66 three-bedroom units (6%). 33 of the suites are two-storey townhomes located on the ground floor and mezzanine of the new buildings, all with direct sidewalk access.

The proposed development would have a total gross floor area of 64,635m², of which 19,219m² would be retained in the existing tower. The FSI would be 6.46.

The proposal incorporates a total of 3,768m² of amenity space, consisting of 1,884m² of outdoor amenity space and 1,884m² of indoor amenity space. All indoor amenity spaces are planned to be centrally located within and integrated with the existing tower.

A 917m² public park, rectangular in shape, is planned for the southwest corner of the site, fronting onto Montgomery Avenue. The park would provide separation from the low-rise properties to the west, and would be framed by both the Montgomery Apartments and the grade-related townhome units in the new south building.

The proposal includes three levels of below-grade parking which connects to the existing parking garage at levels P1 and P2. This will replace the existing surface parking. A total of 540 parking spaces are provided in the parking garage, with 478 spaces reserved for residents and 62 spaces reserved for visitors.

Parking is proposed for 775 bicycles in total, including 130 bicycle parking spaces for the existing building, 585 resident bicycle parking spaces for the new buildings, and 60 provided as visitor spaces. Bicycle parking for residents will be located on the P1 level, while the 60 short-term visitor bicycle parking spaces are located on the ground levels of the two new buildings. 

The site is located within a seven-minute walking distance of the Eglinton TTC subway station, which also includes a bus terminal served by eight TTC bus routes that ply Avenue Road, Yonge Street, Leaside, Eglinton Avenue East and West, Lawrence Avenue East, and Leslie Street. The station will have an interchange with the new Crosstown LRT line, currently under construction. Once it opens, the bus routings in the area will change. The closest Eglinton station entrance is located approximately 550 metres from the site within the Yonge-Eglinton Centre.
