Broccolini has proposed a new mixed-use development at 1 Eva Road in Etobicoke's West Mall area. Designed by BDP Quadrangle, the tallest of its three residential towers would reach 44 storeys, making it the tallest proposal in its surroundings. Located just west of Highway 427 and near Bloor Street, the proposal aims to transform an underused office site into a new community combining condominium and rental units.
Located where Eva Road meets Highway 427, the site spans 9,886m² and is currently occupied by a four-storey commercial office building and its surface parking lot. The building has a vacancy rate exceeding 45%, driven by post-COVID shifts and limited tenant demand, primarily from medical and small office users. The site features a curved lot line along the Eva Road on-ramp to the highway, and a north-south private driveway at its western edge that provides access to neighbouring properties.
The surrounding area is transitioning from mid-century suburban forms to denser urban developments. Along Highway 427, the Ministry of Transportation requires a 14m setback for potential highway expansion, while nearby Pearson Airport flight path regulations influence the site’s allowable building heights.
Broccolini has submitted a Zoning By-law Amendment application to the City of Toronto entailing three towers — two rising 28 storeys (90.71m) and one reaching 44 storeys (137.55m) — all anchored by a shared seven-storey podium. Together, they would house 936 residential units, including 29% two-bedroom and 11% three-bedroom suites. The design has a Gross Floor Area of 92,566.2m², with 91,726.9m² dedicated to residential use and 839.3m² for potential community uses (currently unspecified) on the first and second floors, resulting in a Floor Space Index of 9.36.
Residents would have 1,872m² of indoor amenities on the podium’s eighth floor, complemented by an equal amount of outdoor amenity space on the podium rooftop. The podium’s layout would wrap residential units around above-grade parking levels, while an earthen berm along Highway 427 further screens the above-grade parking, rising to the third level and providing a green buffer. There would be three elevators in each shorter tower and four in the tallest tower — resulting in approximately one for every 94 units across the development, indicating reasonable wait times.
Parking would be distributed across one underground level and seven above-grade levels within the podium. Vehicular parking would include 451 spaces for residents and 48 for visitors, with bicycle parking provisions including 637 long-term and 79 short-term spots.
TTC buses plying The West Mall and Bloor Street are within walking distance, while Kipling station is about 3km away, offering access to Bloor Line 2, GO trains, and MiWay buses. Cycling infrastructure in the area includes nearby bike lanes on Renforth Drive and Rathburn Road, providing connections to multi-use trails.
There are other multi-tower projects and proposals in the area. Just northwest, West Village Etobicoke rises up to 31 storeys with three towers completed with a fourth tower proposed, while 385 The West Mall envisions towers at 14 and 28 storeys. To the south, 361 The West Mall includes three towers rising between 14 and 19 storeys. Across Highway 427 from the site, Valhalla Village is progressing with Phase 1 under construction at 11 and 30 storeys, to be followed by Phase 2 at 21 and 38 storeys. Valhalla Town Square Phase 2 calls for 40 and 44-storey towers, with the latter slightly shorter than 1 Eva Road's peak height. Further southeast, the expansive Cloverdale Mall redevelopment plans includes 11 towers between 8 and 48 storeys, with The Clove’s 9- and 33-storey buildings leading the first phase.
