On October 14, 2020 a Site Plan Approval application was submitted to the City of Toronto by Oxford Properties Group, owners of Scarborough Town Centre (STC), for a mixed-use development at 25 Borough Drive. A year later, the application is still under review. The site is located just west of the Scarborough Town Centre shopping mall and is bounded by Brimley Road to the west, Progress Avenue to the north, Borough Drive to the east, and Triton Road to the south, while a reworking of the roads around Scarborough Town Centre would move Progress Avenue further north.
The development, designed by BDP Quadrangle, would be comprised of 3 towers rising to 32, 41 and 50 storeys, built on 7-storey podiums, two towers rising from the north podium and one from the south podium. At grade, retail and townhome units would face a newly straightened Borough Drive, Brimley Road, and a mid-block POPS (Privately Owned Publicly accessible Space).
The proposal would create 1,342 purpose-built rental units in a mix of 72 studios (5%), 712 one-bedrooms (53%), 448 two-bedrooms (33%), and 101 units (7%) of 3 bedrooms or more. The complex would have a gross floor area of 110,599m² including 1,508m² of at-grade retail space. The site would also feature two levels of below-grade parking with 748 parking spaces for residents and visitors.
Official Plan and Zoning By-law Amendment applications for the development were submitted by Oxford in 2019. After discussions with City Staff regarding the design of Borough Drive as it relates to streetscape configuration and cycling infrastructure, a resubmission in July, 2020 included an updated Right-of-Way Study with new grading and landscaping details. Ongoing discussions with City staff regarding the overall parkland strategy for the STC site means the parkland dedication of the site will continue to be developed.
