Why is the 403/QEW interchange not a full Interchange?

When 403 was first built, there would hav been little demand for those lanes, as who would head west on the QEW, only to go East down the 403?

Now with 407, they are essential. MTO has been talking about them for years - along with the missing 401 east to 403 south ramps. I'd look for the QEW ones as the construction for the QEW/403 widening gets to that area.

Another question is why the 403 itself is interlined with the QEW. It seems very confusing for a visitor, so it will make more sense to declare that the 403 starts in Burlington and simply transfer the stretch between Oakville and Mississauga to the 410.

The 403 was plan to run were the 407 is now, but since it had to be part of the 407 fire sale, the free section got moved to QEW.

The 407 should had stop at 401 leaving the lower section free as well a fast connection going west on the 401 or bypass 427 going east.

As a note: Construction on the 403/410 to go west is to start this year along with the rebuilding of Hurontario bridge. 401 will be 12 lanes up to Mavis.

Expect a few years of construction delays.

Well, MTO thought it would confuse people to change an existing highway number. Apparently we're all too stupid to understand something that complex, and MTO saved us from that. Thanks Nanny-state!

Only Torontonians, apparently. Those from Waterloo were trusted with being able to comprehend the 85 to 86 to 85 renumbering. And what of the downloading mess?
 
And the Region of Ottawa-Carleton/City of Ottawa trusted its citizens to make the change from the east leg of the Queensway from 17 to 174, which is not to be confused with the 417. Highway 7 (west leg) in Brampton went from Highway 7 to RR 25 (for a very short period) to RR 107.

Of course, concurrent interstate and US route numbers are common in the US and even in parts of Ontario (10-89, was 10-24-89 in a section), but since the 403 really is two different highways in Mississauga and Burlington-Woodstock, it doesn't make much sense to have the QEW-403 concurrency.
 
The reason the 401/403/410 don't connect fully yet is that the MTO has put it on hold until the 401 widening is completed.
Though there was no reason they shouldn't have done it in the last phase of widening, when they built the express bridges over 403/410 in ... what was it, late 1980s, or early 1990s? Or the previous phase when they built the 401 East to 410 north flyover in the 1980s. In comparision, these are the easy ones, with no new structures.
 
Well I’m going to bump this thread after over a decade, because work on a full interchange between the 403 and QEW a has begun, and has been underway for at least a year. Here is what the layout will resemble, from a 2013 report. Link here. I’ll take pictures and post them in this thread when I’m back in Oakville.

This work is designed to accommodate the full ramp system eventually, but the ramps themselves aren't getting built.

This is true.
Existing (or a few years ago), there were 4 bridges at Ford. Starting North to South (it's actually almost west to east, since QEW is almost a N-S hwy in this location), they carried;
  1. 403 SB ramp to QEW WB
  2. QEW WB
  3. QEW EB
  4. QEW EB ramp to 403 NB
Now, a new 5th bridge was added. Currently, they are carrying
  1. (new bridge) 403 SB ramp to QEW WB
  2. QEW WB
  3. Nothing, under construction
  4. (Recently replaced) QEW EB
  5. QEW EB ramp to 403 NB
traffic from #2 will be switched to #3 to allow for rehab of #2. #5 traffic will be moved to bridge #6 while it is rehabbed.

Ultimately, they will carry
  1. (new bridge) 403 WB mini-Collector lanes (from Winston Churchill on-ramp and to Ford on/off-ramp) ramp.
  2. (rehabbed bridge) 403 SB ramp to QEW WB
  3. (new bridge) QEW WB
  4. (new bridge) QEW EB
  5. (rehabbed bridge) QEW EB ramp to 403 NB
  6. (new bridge) Ford SB to 403 NB and QEW EB.
At QEW/403, the two bridges will be replaced by 2 much wider ones (to accommodate additional QEW lanes, and accommodate the staging, traffic juggling, during construction), with also a bit bigger span (to carry an extra lane underneath)
