What's going on midway up? There's a floor that's higher than the others and has a half floor of extra spandrel. So messy.

That's pretty common although not usually so much taller than the typical floors.

I was wondering if that's where the building's innovative earthquake dampening measures are, (YC Condos has the most advanced earthquake engineering built into it in the city: we did a story on it in Nov 2015), but having looked back at that article, it turns out that's not it that. Some other structural reason!
