There will be a north and a south connector, but I think they were looking for a central connector that connects both Bay Teamways underground, potentially connecting with the streetcar station without going into the fare paid zone. It might take longer to travel compared to the south connector, but having the option is nice.
 
City of Toronto staff report details COVID-19 impact on Union Station Revitalization Project

A City of Toronto staff report going before the General Government and Licensing Committee on September 14 provides an update on the ongoing Union Station Revitalization Project and the impact of COVID-19 as the City and partners continue to work toward project completion this year.

The project, now in its tenth year, is one of the most complicated projects in Canada, with the station continuing to operate as the country’s busiest transportation hub throughout construction. Built in 1927, there are also significant complexities around infrastructure and historical significance that must be worked through.

The report notes that the project is progressing within the approved budget, but with risks to the completion schedule. Earlier contractor performance issues and the recent impacts of the COVID-19 pandemic – including physical distancing requirements and limited construction crews – have caused delays in opening additional retail space and completing Bay Concourse renovations. The team is requesting four contract amendments to ensure the project is completed as intended; amendments do not increase the approved project budget of $824 million.

The revitalization team is working with stakeholders, including Metrolinx and retail developer Osmington, to expedite ongoing construction and complete the Union Station Revitalization Project this year. Once complete, the Bay Concourse will be handed over to Metrolinx and retail space handed over to Osmington to complete retail tenant work prior to public opening.

When fully complete, Union Station will have more than 160,000 square feet of retail space. Twenty per cent of the total retail space is now fully leased and operational. The retail component has driven financial benefits for the City, allowed for art and cultural partnerships, and been well received by travellers and residents.

"Metrolinx and Osmington will ultimately determine exactly when these areas of the station open to the public. Based on typical construction schedules it is anticipated that Osmington will open the remaining retail units on a rolling basis throughout 2021 and that Metrolinx is expected to open the Bay Concourse to be available for public usage in late 2020."

They are just using the Pandemic as an excuse to hide their incompetence. The fact that they didn't specify when in 2021 which means it will probably be late 2021 if that. Most likely, it will be 2022.
I am sure covid has had some effects on work and can see it going into April 2021 for 'completion' - the Report states:

"While substantial completion is expected by the end of 2020, minor work on certain portions of the station will continue into early 2021 due to logistics and construction coordination and to ensure full project closure. City staff continue to work diligently with the contractor's bonding company and third-party consultants to manage the contractor and risks to the project schedule."

It may take Metrolinx until 2022 to do THEIR work but I strongly doubt that this contract will go too far into 2021. We already know that the mural artwork celebrating the Walks & Gardens Trust (in the link between East and west Front moats) will be late as it needs to be set up by its artists and THEY are stuck in Belgium.

But isn't Bay Street still in the way? Sorry, I'm confused.

Most platforms (3 to 13) have a staircase down to both the East and West sides of Bay Street. Walk to the eastern end of the platform after getting off the train (presumably signs will be installed to tell you about this), then go down the stairs, and walk south (indoors) to the new bus station.

It's not much different than the old/current train to bus connection; except you walk south instead of north.

Prior to the closure and demolition of the two (2) most southerly platforms within the Union Station train shed, Metrolinx will look to widen existing Platform 20/21, currently servicing VIA Rail, in order to temporarily re-allocate GO train service in an effort to minimize impacts to transit operations while the new south concourse is being constructed. Since the widened platform will accommodate a higher volume of pedestrians, additional vertical access points will be required to safely manage the flow of alighting passengers.

Two (2) of the proposed vertical access points are currently heritage freight elevator enclosures that are owned by the City. These elevator shafts are located north of the City-owned lands that were expropriated, and are further detailed in Attachment 3. Metrolinx has requested to purchase these elevator shafts to construct the new stairways to the widened Platform 20/21.

Sad to see the platform level cheapened in terms of design. It should have a full canopy. Also, will the new concourse have retail in it?
