My reading glasses are broken and I need a translator anyway... will a "partial permit" allow us to weld 86 floors of steel? That would be ok with me...
Looks like they got their permit, this was not just Mizrahi fault but also part of the blame belongs to the city's slow reaction due to covid, the city has issued many partial permits to other developers over the years without everything being signed off.So they were hit with another violation order:

Here is a (believe it or not) interesting read on the topic of conditional permits in Toronto. They were abused and arguably corruptly so for years. This was a bad situation with blame on all sides from what I've managed to gather.
Thankfully, it finally looks resolved and this can now go above grade.
Fortunately for us, The One is being built much more swiftly than the Sagrada Familia in Barcelona.
IMO the Sagrada Familia in Barcelona is alot more interesting and will probably still standing long after this condo.
