I'm thinking the same thing. That deal was announced a few weeks back with Kingsett getting 2 Bloor West and Cumberland Terrace.
 
Above the Bay store and between the Bay tower and the Marriott seems like a pretty big floor plate no?
 
It is possible to fit a tower on that site. Assume about a 20-25 meter separation distance between the hotel and HBC building, a simple floor plate could be around 30m by 30m, or around that ballpark.

Are they allowed to put advertisements up before the project has been approved? What if it gets rejected? I know they will obviously have to take it down, but wouldn't it be better to wait until it gets approved before we start advertising it?
 
Properties are purchased all the time in the city. Most aren't followed up with development proposals.

Sure. Most developments are advertised before they are approved, and are often selling as well. No one* pays for a suite that doesn't end up getting built, but in some cases where buildings are eventually cancelled, downpayments are tied up until such time as the legalities are worked out. It's up to every purchaser to know what stage of approval a building is in when they purchase a suite: mostly they'll want to know because that will relate to how long it will be until they get occupancy of their unit.

While The One is not approved yet, there's machinery grinding away at City Hall moving towards it. There may be some further tweaks that occur to this design before everything is finalized, but you can be certain that the all involved want a major landmark here.

*There's only been one major development that we know of where the buyers were actually scammed out of their downpayment. That was Centrium, up in North York, where the "developer" absconded (they had never developed anything). Not sure what the latest is on the legal proceedings, but we have a thread here where purchasers were detailing their ordeal in trying to get their deposits back (in the later pages).
