The board-formed concrete has a nice texture to it, noticeable even from across the street.

That may be true further west (nearer Cherry) but where RC is being built and further east the land was excavated and then refilled (to a higher level) with clay (to waterproof the berm) and then topped with regular soil.Also may be related to the brownfield condition of these lands -- I understand there's only a thin layer of fill on top of some land that's seen some serious industrial activity. Best not to dig down too far.
