If these towers were to be built somewhere else then I'd say they're actually pretty decent looking. However, with the Lillian Park twins immediately to the west of this, along with the older apartment buildings around, the result is an overwhelmingly expansive sea of white and beige among these two blocks.

Generally yes, but the City can't pass a blanket by-law that says it can never be done. I'd imagine if they did try something like that, the provincial government would step in and take the ability to vote on these things away entirely.

Each site is different and sometimes you just can't avoid taking road space due to on-site constrictions. This isn't one of those cases though.
