Update:

Plaza Midtown is a pair of new condo towers on Holly and Dunfield streets in Midtown Toronto. The Plaza development is designed by Quadrangle Architects and will add 545 new homes and a public park to the area.

Either way, this is a nice piece of infill intensification.

What could that be about? They settled with the City and that is already ratified by the OMB, AFAIK. Did they make a subsequent CoA application maybe?

They have been making some changes to the driveway of 33 Holly.
Also for some reason there is scaffolding setup on the opposite side of Holly.
