Yes indeed, it went very fast from sales to construction unlike many other projects.

Lumiere's the remaining one 1-bed and three 2-bed suite have been listing on MLS for months. But today I noticed that they have been removed? Have they being sold out recently?

why building the foundation part is slower than upper part, although it seems to be obvious?
 
Because the upper part has standard floor plates that allow the use of reusable flyforms for the concrete, while the lower parts require them to build custom forms for everything.
