What happened to using concrete ties?

It’s a temporary diversion track that won’t be in place for very long (ie a year, maybe two). No advantage in using concrete ties for that.

Wallace Ave. this morning. Note that it's closed to automobiles, but pedestrians and cyclists can get through via a temporary walkway (which also provides a pretty good view of some of the construction).
