It was supposed to be summer of 2024, but clearly that’s not happening. The first tower looks nearly complete, and probably will be by 2025. I’m unsure, however, of the second one.

Is 2nd tower building for sure / has it started?

Like by January of ‘25, as for the 2nd one all they have is a footprint. It took acouple years to build the first one… so?? If it takes as long the second one will be done in 2027. They’ve begun to do a bit on it though.
