Not one person can say this is or is not luxurious till it's completed. Rooms and decore etc. Just saying. it's no where near even half way completed (maybe in height, but not over all)

Rooms and decor? There is no hotel component here.

And there are a whole bunch of factors indicating which segment of the market a building is targeting before it even breaks ground.

I have no clue about this development in particular but you can make pre-completion comments about luxuriousness based on unit sizes and layouts easily. Too efficient use of space + lots of bachelors = Vertical rooming house.
 
Ceiling heights don't matter much in Toronto. Maybe for high end properties (quite a few with standard ceiling heights) but, this wasn't marketed as such.
 
The 6th to 24th floor to floor measurement here is 2780 mm/9'1.4", 26th to 32nd is 2943mm/9'7.9", with various greater heights above that. Even if you take out a full foot for the slab, plus flooring, plus sheetrock ceiling, you've still got 8' 1" for the ceiling heights on the first batch of floors, and 8' 8" for the next batch…

…so it's not quite the new standard ceiling height in Toronto, but it is not as grim as reported above either!
