What is the structure in the middle of the street here (just to the left of the bus)? Is that a stairway for the subway? Is Yonge being narrowed? Is this just a weird thing with perspective?
It's a ventilation shaft. I remember asking the Crosstown team about this and they insisted it couldn't be accommodated under the roadway (such as those you'll see on Spadina Rd) and so there's a small median structure on the North side of the intersection.
 
The Star out with a story on the sorry stated of this project, focused on Eglinton Station to some degree.

They FOI'd a bunch of stuff, and managed to get this out, which I think we have heard previously, but which is certainly disconcerting:

The story also notes that Metrolinx apparently wanted to manage the messaging by having Phil, Leary and the head of Crosslinx do a video update on the project last fall, showing was what and was not done.

Apparently the Minister's office quashed that.

Why are they repaving the street now, isn't most of eglinton getting rebuild as complete street this summer??

"As early as Monday, May 1, 2023, a new traffic configuration will be implemented at Yonge Street and Eglinton Avenue. Traffic on Eglinton Avenue will shift to the north side of the street, and construction will move to the south side. The crosswalk on the south side of the intersection will remain closed; all other crosswalks will remain open. This traffic configuration is expected to remain in place for approximately three (3) months."

The May 1st date for changing the traffic configuration was pushed back to May 8th a few days ago, and now it has been pushed back again to May 10th, 2023:

Traffic on Eglinton Avenue will shift to the north side of the street, and construction will move to the south side.
