That hill is pretty huge; I walked by it the other day and was quite impressed.

Will this be finished by summer? Does it take that long to 'build' a park??

They were working on the park till late December but stopped for the winter I guess. I think it may be complete by mid summer. Access may be an issue since block 31 next to WestOne is not developed (City of Toronto project), and the roads are closed to all but construction workers.
The city has created a new traffic light to cross Lakeshore south of the park as well.

Olmsted did the same thing and he worked on Montebello Park in St. Catharines and Mount Royal Park in Montreal.
