The coverings do seem weird -- they are painted (enamelled?) metal, and I can't imagine that ice would do any damage to them, especially compared to kids regularly sitting on them.
Looks like we're all "wrapped up" for the winter. All of the dogs (and cats) got this treatment.

They are temporary for the winter months when the fountain is empty.Not a fan of those signs they've added to the fountain.
Since the beginning of May I have regularly passed disappointed tourists looking at the non-functioning fountain. It's a shame they can't get it working in time for the start of tourist season.
