City refused according to DevAp. But fencing up and some site work seems to have happened.

Anybody have further info?

An application to amend the Official Plan and Zoning By-law to permit the development of a 6-storey mid-rise building fronting on Finch Avenue West, with approximately 1,016 m² of commercial space on the ground floor and 150 units above, and 32 stacked townhouses at the northerly boundary of the site, for a total of 183 residential units. The existing heritage building on the subject property will be retained.
Proposed Use Mixed Use # of Storeys 6 # of Units 182.

This was appealed to the OMB in 2015, was mediated and settled. The last posting on the OMB's website from 2016 says that they were awaiting various documents between the City and the developers to be signed, hopefully by the spring of that year, and that as soon as they were signed, they'd give the go-ahead (issue the order).

I assume all that has happened if work is starting, but there's no record of that posted to be 100% certain.

The property received council approval on Mar 3, 2016 for the relocation within the site of the heritage component it features, which is one big step towards development. The broker from the most recent sale suggested this clears the path for development.
 
I see that mid-rise concept rendering shown on CoStone Group's website. Although, it claims to have been completed 2018, so it's likely off their radar by now. It's uncertain if they were the previous owner of this site or not. I noticed that the thread title currently shows Anndale Properties.

If my memory is correct, this site was originally an open air strip mall. Approximately 20 years ago the stores were demolished and it has been vacant ever since.
Similar pace of development as Bathurst Manor Plaza, 221-245 Wilmington Ave. See
 
@Edward Skira , I don't think the new fence really means anything,... it just replaced "temporary" metal construction fencing that was up on most of the site off & on for about 10 years - prone to falling & trespassing.

Answering your post from almost 2 years ago,... as you would recall, there used to be a small plaza with convenience store & little HomeHardware store at this northeast corner of Finch Ave West & Grantbrook Ave - demolished around 2009?

Around 2010, the original Anndale Properties (developer) agreed with City to have land remain vacant until Finch LRT westward of Yonge is built (Transit City) - but then City only proceeding with Finch West LRT westward of Finch West Station at Keele which does NOT involve this site. A future Finch LRT between Yonge & Keele isn't on the official plan yet, but will likely raise to the top once all the other LRT projects in planning now are completed (15-20 year time frame).

Prior to all this, the old man who owns the adjacent 172 Finch West (white wooden cottage-like house in photo earlier in thread) felt he was being harassed to sell by the developer/land-assembler, so he "petitioned" to have his property designated a Heritage Property to protect it!!! Search "Arthur Waine House".

After the old man passed away, his kids cashed out and sold the 172 Finch West property to the Anndale Properties (developer) who proceeded with their 6-storey proposal - refused at City but granted at OMB in 2015. But developer never proceeded with construction; basically, just up-zone at OMB to flip,... to what appears to be another land-assembler/investor (when I dug around last year - I recall the name "Lake" something registered in Markham - likely Asian investors),... maybe sold again?

If 172 Finch West was granted Heritage designation, then the frontage of the house would need to be preserved - but since it's a small structure, it'll likely be moved elsewhere as part of any redevelopment of this entire site. NOTE: City Council never finalized the Heritage designation for 172 Finch West,.... so it's really being used now as a Trump-Card by the City to ensure developer proposal fit within the City's Official Plan for the site! Otherwise, City would slap it with a Historical Designation - thus complicating development proposal & increasing cost to developer!

Over the years, the entire site have been left abandon - the clearing of overgrowth & fencing off of 172 Finch West that you cited 2 years ago was really an attempt to kick out squatters. The more permanent fencing now seems to be their latest attempt to stop dumping, trespassing & squatters.
 
@Edward Skira ,.... after doing some more digging,.... this lot just got a whole lot bigger! Anndale Properties is gone! Previous development proposal is dead.

So for at least the last 10 years, "Landeal SB Grantbrook GP Inc" of 3100 Steeles Ave East which is really "Landeal Group" was registered owner of the former plaza land (1-11 Grantbrook Ave), 23 Grantbrook and 172, 176, & 180 Finch Ave West (all circled in Green) - in other words all the properties involved in the previous development application refused at City but approved at OMB. "Landeal Group" partnered with "Anndale Properties Ltd" of 1135 Leslie St (which is really "Crestview Investment Corp") in the previous development proposal.

"Anndale Properties Ltd" was the registered owner of 31 Grantbrook Ave & 313 Hendon Ave (circled in lime green/yellow) - both lots not (directly) involved in previous development proposal.

Meanwhile in at least the last 5 years, in this northern area "Anndale Properties Ltd" (circled in lime green/yellow) had competition forming Land-Assemblies from "Eastway International Inc" of 3621 Highway 7 East #306 which is an Accountant Office (& I suspect really just a "Local Signature" for investors from mainland China - if so, they mainly buy & hold, maybe upzone but definitely flip later - not build) (circled in Orange). After "Landeal Group"/"Anndale Properties Ltd" got approval at OMB (Green) - they "UpZone To Flip" & sold all their land including 31 Grantbrook Ave & 313 Hendon Ave (lime green/yellow) to "Eastway International Inc" in 2017 (previously lots circled in Orange but now owns everything circled in Red). "Eastway Intenational Inc" now owns everything to do a sizeable redevelopment proposal,.... so what are they waiting for? Should we expect a new development proposal here next month, next year or next decade??? Finch LRT here in 10-15 years? Deal with school next door?

The one thing I'd like to see is Senlac sent north through this project to connect with Grantbrook. With no light, turning east onto Finch from Grantbrook is a major pain.
 
St.Antoine Daniel Catholic School - directly east of this site - which is about 50 years old with 10 portables will be under going a 2-storey rebuild with capacity of 510 students soon. Should start construction in Spring 2021 (after school year) and target to be completed by September 2022 (school start) but promise by end of 2022 and cost about $11.7million.

In the current plans the school property remains the same.

Directly east is St.Antoine Daniel Catholic School (160 Finch Ave West circled in purple) - with just as much land as the "Eastway International Inc" large assembled-land (circled in Red) - is a future Developer-School deal possible here?

Since EastWay International owns all the land-assembled property directly west of the school site, I floated the idea of a land swap - trading Eastway's northern half for school's southern half which might be mutually beneficial for both parties (black line would represent boundary of Central Finch West Secondary Plan):

- EastWay International will get School's southern half along Finch which is within Central Finch West Secondary Plan and allows for 3-4 storey townhouses - more height & density than their northern half along Hendon Ave where zoning only allows for single residential houses.
- Since Eastway International would end up with the more valuable land along Finch Ave West - they should also make a monetary payment to school - would this be enough to cover cost of adding another floor or addition to new school for additional capacity - schools around North York Centre here could always use more capacity! This would benefit the school system.
- Another benefit for School is, construction of new school in northern part of Eastway current land will allow current school to remain in operation throughout the construction period, once new school is completed, old school closes and next day student just show up at new school to the north! VS current proposal where current school is closed & demolished and students bused to other school during construction period.

This would avoid a repeat of the Avondale School rebuild fiasco where 1 year closure for rebuild became 3.5 years of construction where students were bused out to another school - 1 of those years was just waiting for building permits!!! Also delay due to labour issues and strike as Contractor wasn't paying their subcontractors. Cost escalated from original $11.5million to more than double at around $24million - originally 2-storey with option for 3rd storey later but after realizing new 2-storey elementary school for 550 student capacity will open with portables, Province agreed to add 3rd storey during construction.
 
Space set aside for at least a coffee shop - someone's actually thinking! Such small gestures are how you slowly urbanize a main street that has no history of it.
