Very interesting design, i'd definitely give them an A for at least bringing out an inspiring and imaginative design. I wish more developers would have more of an imagination regarding their developments.
 
Funky.

I presume that doing stuff with balconies is architecturally easier/cheaper than the interior, since so many building these days seem to extrude funky balconies from essentially a standard rectilinear box (e.g., One Bloor East, Tower at Pier 27) unlike buildings where the interior structure isn't a single box (e.g., Absolute World, Exhibit).

There is nothing here that Quadrangle hasn't used before. This is also a case where imagination is overrated as this is one graceless, clunky, mass.
